Teresa Shea is an experienced senior executive within both corporate and government environments. She is President of Oplnet, LLC and serves on multiple Boards for both public and private companies, not for profit entities, and government advisory boards. Her specific focus is on intelligence and defense technologies. She speaks frequently about Quantum science, cyber operations, and safe and secure use of Artificial Intelligence.
During a distinguished 32-year career at the National Security Agency (NSA) she held several key leadership positions that culminated in her service as the director of Signals Intelligence (SIGINT) – the mainstay of NSA’s mission and the backbone of the U.S. intelligence community. In this position, she was accountable for all aspects of SIGINT operations and was the principal SIGINT advisor to the Director of NSA, the Director of National Intelligence (DNI), 4-star combatant commanders in the US military, and high-ranking (cabinet level) U.S. Government officials.
Her prior posting was in London, England where she served as the U.S. Senior Liaison Officer responsible for cultivating relationships in intelligence. Her focus was on improving technical understanding of the digital world across the Embassy and with the partners.
Following her NSA service, Ms. Shea served as the Executive Vice President of Technology and director of Cyber Reboot at In-Q-Tel, a not-for-profit strategic investment firm. In-Q-Tel invests in advanced technologies to address national security for the United States and its allies. The focus is on early-stage venture backed startup companies with solutions in digital intelligence, trusted infrastructure, autonomous systems, data analytics, AI and Machine Learning and IT Platforms. Ms. Shea and her team collaborated with the customers to understand their current mission needs and matched those with emerging technologies from over 1500 startup companies. She served as part of the Executive Team reporting directly to the CEO.
Ms. Shea has demonstrated successful experience running a profit and loss business. She joined Raytheon as the Vice President of Cyber Offense and Defense Experts (CODEX). She oversaw significant advancements in intelligence solutions and cybersecurity and led year-over-year double-digital growth providing cyber capabilities for offense, defense, and security. Her priority was the mission of customers in Intelligence and Defense.
Ms. Shea has a BSEE from Georgia Institute of Technologies, where she serves on the board of advisors. She also has a MSEE from Johns Hopkins University and technical certifications to include Qualified Technical Expert QTE.
